Within KoR, refusal-first describes an architecture in which preservation of coherence takes precedence over execution.

KoR context

Refusal is treated as a structurally valid operation when admissible traversal cannot be guaranteed. The term does not make refusal synonymous with failure, hesitation, or inaction.
